cs 5.5 hardware help

Hi, I work for council and we have very outdated computers, but we need to work on fairly large Indesign/Photoshop/Illustrator files (say up to 1GB layered photoshop files)  We're getting a range of RAM related error messages, and are experiencing very slow performance.  Wondering if anyone can have a look at our standard PC build specs and let me know what the best things to target for an upgrade are.  I've looked at the system requirements and it says 1GB RAM, so i'm not sure our 4GB RAM is the problem? 

 

The other issue may be that the admins here restrict our C Drives to 20GB, and most of this is taken up with our program files, we've tried to cache it to the D Drive (which is much bigger) as best we can - but perhaps this is part of our problem?  Note that we're running 32bit machines, not sure if this makes any difference other than capping our RAM at 4GB.

 

Specs below:

 

Make/Model = HP Elite 8300 SFF

Processor = Intel i5 4 core

RAM = 4GB

Hard drive = 500GB Sata

Video = Option to fit a Nvidia NVS 300 (500MB RAM)
